Reactions: Leaders without God in their hearts bound to fail
Dear Atty. Mauricio,
Campaigning so that the people's voice could be heard and expressed, working for
and towards the welfare and well-being of the people when elected are surely
among tasks that are constitutive dimensions of God's work on Earth. His not
mentioning God in the Philconsa may have been due more to the environment rather
than to the absence of God in his program of government. Vox Populi, Vox Dei:
this was the warp and woof of the campaign, this is the warp and woof of Fr.
Panlilio's daily tasks in the provincial capitol as he tries to respond to the
cry of his provincemates for their welfare and well-being, as he tries to direct
and focus the mechanisms and structures of the provincial government to the
economic, political, social and moral uplift of the Pampangueños.

Agreed that Gov. Panlilio is really working for God, even if there seems to be
no deliberate of Him in his Philconsa speech and in his other activities.
But then, wouldn't it have been better if the Gov., by virtue of his being a man
of God, made full use of his position to glorify God, by putting a plan of
action where God is at the center?

Dear Atty. Mauricio,
I wish he could do that without being misunderstood, and thus create other sets
of problems that could hamper his work. I can name a few: running afoul of the
Constitutional principle of separation of Church and State, or of interference
of religion in affairs temporal and political, or of being accused of bias in
favor of one set of beliefs as against other sets of belief, or of religious
hypocrisy or fanaticism. Personally I prefer that Fr. Ed takes to his work as
Governor Ed who happens to be a Man of the Cloth and who must muster all his
training including the moral and spiritual, formation, core values and religious
inspiration, learning, wisdom, and skills and bring them to bear on the work of
a provincial governor. I would like him to be a governor in the office of the
governor, not a priest in the office of the governor.
Food for thought lang po, but I could be wrong.

BROD, Philosophical sparring lang ito ha, not serious. Alam mo,
you are now very much scholarly than the Brod Mauricio that I have known. At
saka, you may be walking in the corredors of power. Kaya, I deem it wortwhile to
have philosophical discussions with you.
I accept that anything done in the Phils must conform to the Constitution. But,
the GRP panel was negotiating in the presence of an international or shall we
say multinational arbiters and a baggage behind their back of a failed agreement
with the MNLF. If they commit on something, it is the GRP's obligation before
the international arbiters/desguised as observers to find a way so it can be
implemented and accepted.
If you start the negotiation with your constitution in mind, there is nothing to
negotiate. Hindi negotiable ang Constitution, but it could be amended so that
certain accommodation can be done in compliance with a a defacto international
agreement. Kung ako ang MILF at menention mo ang Phil constitution sa
negotiation, sapol ka kaagad. Yan nga ang mistake ni Misuari. Subject to Phil
constitution daw ang agreement. To Misuari, it means, referendum na gagawan ng
paraan ni Marcos para manalo. It was the responsibility of Marcos, with all his
powers, to let the agreement survive the Constitutional referendum, kaya nga
kailangan ng trust that he would dribble the ball properly. Ang lumabas hindi
contiguous ang territory. Talo pa ang referendum sa Marawi City. Can you imagine
the original ARMM without Marawi City? It was a farce Muslim autonomy
exaggerating what was obviously a farce autonomy. Marcos just wanted to buy time
para mahinto lang ang momentum ng MNLF. Hindi bomoto ang Marawi kasi alam namin
na bugos autonomy ang nakuha ni Misuari. Nabigyan kami ng chance to say what we
feel. Pati si Misuari alam din niya. Kaya lang pinilit siya ng OIC for what ever
reason. Siguro, the US hand so the fighters could be sent to Afghanistan then
against the Russians.
So MNLF is no longer a strong force. But the struggle for self determination
lives with another group. If MILF is also double crossed, you know there will be
another group that will carry the torch. Not necessarily Abu Sayyaf. Kaya face
the bull by its horn before events are overrun by international events.
Magkakaklase ang rebel groups ng Afghanistan, Chechenya, the radicals of
Indonesia at ng sa atin. May revolutionary brotherhood ang mga yan. siguro alam
ni Esperon. Do you think they are not communicating now? Each one is just busy

avoid the big trouble in the future. If the agreement is not signed, will
Malaysia be happy? Will Indonesia be happy? Remember as I am telling our brods,
you are a lost Malay brother, blinded by 300 years of submission to the
Spaniards. Gumagawa ng paraan ang JI para magising kayo, brother, sana not with
the same force that the Spaniards used. Kung peaceful ang approach, ok lang yan
may the best man wins. Kamin naman, the long years of deprivation has weakened
us, your Malay Filipino brother. But we remained steadfast. And we still have
enough strenght to show resistance aganis t oppression.
You quoted the Bible, pareho rin sa Qur'an yan-- respect for authority. There is
the supremacy of One God. The same god of the Muslims and the god of the
Christians. We only use different names for him. Arabic speaking kami. but, in
English term God is OK for us. Muslims are willing to blow themselves to prove
what they believe that dying in the way of God makes them a martyr, and hence,
straight to heaven. Ang pagkakaiba eh, we can not respect non-Muslim authority.
Many of us would rather prefer to die as a martyr. We proved that for the last
400 years. That is long enough to prove a point. That is why, there has to be a
compromise. Baka sakali mag succeed. If this government fails again and misses
the chance to bring peace in Mindanao, kailan pa? When JI takes over Indonesia?
Brod kong Mr. Batas, make the law to bring peace... don't make it a hindrance to
peace kasi may Constitution. The same people that made it can change it. do not
allow the fear of Arroyo stop what can be a possible way to peace.
Mahaba ba ang reaction ko? Sparring lang hah? I don't belong to any group except
those that long for peace in Mindanao. Let's have one before our time is gone.

should give you fairly of what i expect from general esperon - nothing. but war,
puede pa, precisely war. tama si esperon, pag gera ang pinagusapan - dahil

silang kinikita ngayon. pag may gera, napag-praktisan na nila ang mga moro, may
delihensya at field promotions pa. yang language nya ay face-saving gesture.
ngayon lang siya sumagupa, palpak pa. dati nakatago kasi siya sa ilalim ng
kilikili ng mga amo nya - si ramos at si gloria. ngayong nakabilad siya sa araw,
akala niya umiikot pa rin ang mundo sa kanya. in the real world, he has found
out that he has to think in terms of the constitution, not in terms of what his
commander-in- chief tells him. dito batas, yung authority na sinasabi mo, sticks
because the authority of the constitution is a mandate that was freely

Raising False Expectations in Bangsamoro

This is not the first time negotiation amateurs like General Esperon has made a
faux pas on the Moro problem.
In 1987, President Aquino recalled Ambassador Pelaez and I from Washington DC to
Manila to undo the Jeddah Accord that negotiators Nene Pimentel and Butch Aquino
signed with the MNLF on January 3 & 4, 1987. (I do not think it is a coincidence
that Norberto Gonzales, sitting national security adviser of Gloria Arroyo, was
part of that ill-fated Philippine panel.)
The Accord expanded coverage of the Tripoli Agreement signed in December 23,
1976 from 13 provinces to the entirety of Mindanao, Sulu, Palawan, Basilan and
Tawi-Tawi. We narrowly escaped from being entrapped by the Accord into this
expansion because of a technicality in the document to wit "subject to
democratic processes".
The ensuing debate centered on "democratic processes" because insofar as our
constitution is concerned that would be a "plebiscite" while the Moros construed
it to be "consultations with constituencies according to their traditions". They
eventually frowned at a plebiscite because to move in that direction may even
mean a reduction of Tripoli's inclusion of "13 provinces and all cities and
villages"..
The Pelaez panel, assisted by the brilliant minds of Pepe Abueva, Ting Jayme and
Puring Quisumbing, instead proposed a Provisional Autonomous Council (PAC) to be
signed by President Aquino who inherited all of Marcos' dictatorial powers
before the organization of the first post-Marcos congress. Nur Misuari did not
agree, and the now Moros look back to that proposal, regretting their previous
disagreement. The PAC was modelled after the autonomy being enjoyed by the
Spanish people.
What is sorely being missed here is that the Moro people deserve their autonomy
by virtue of the Tripoli agreement and the existing Constitution, not an ARMM
that has been structured merely for compliance but full of loopholes and
technicalities and one that has verily failed.
Ambassador Pelaez was sincere, being himself a Mindanaoan who understands the
importance of peace in "Minsupalabasta" provinces for the stability and progress
of the entire Philippine nation.
The choice of a military man, fresh from active duty, to head the existing panel
is a classic and tragic error. The military mind does not function
independently. In fact the phrase "miltary intelligence" is an oxymoron. It only
operates after a strategic mission has already been established, and that might
be instructions from beleaguered President who has a negative 38% approval
rating, to sign any piece of paper, just to appease our Muslim brothers to
lessen opposition. Momentary appeasement, never a genuine step in peace. In the
first place, are we really talking to the the right party that is the MILF, when
the observer status and representative recognition of the Organization of
Islamic Countries (OIC) favor the MNLF?
We are dealing with the Constitution here, quite a document itself full of
seeming contradictions and loose provisions, allowing a lot of latitude for
"future" legislations by the Congress of the Philippines. The Esperon panel's
lack of transparency has even bemuddled the issues, I mean it is just
commonsensical that if a Memo of Agreement were to be signed and in a foreign
country at that, the Filipino people ought to have been appraised of its
contents first. No excuses please, not even in the name of executive privilege
or national security. The stealth alone at which this MOA was being spirited
under our very noses, is by itself, already treasonous.
What aggravates this matter is an obscure Department of Foreign Affairs that
seems to be absent in all these developments. Every peace talk, every
nagotiation, appears to espouse a new idea plucked out from the air or a hip
pocket when there are many prexisting models out there that are enforceable and
successful. I am not even sure if invisible Secretary Albert Romulo himself has
read the precedent documents involving peace talks with the Moros.
So the Moro people often find themselves being hemmed and hawed between
political aspirations and economic interests not of their own, but by the
Almighty powers in Manila or their oligarchic extensions in Mindanao.
For heaven's sake, giving the Moros their due, within the purview of the Tripoli
Agreement that is recognized internationally and even by the Government of the
Philippines, will already earn for us good faith and the respect of the OIC and
merit limitless goodwill from our big brothers in the Muslim world. At a time
when our economy rests on only the overseas Filipinos, this should be more than
incentive for our national interest.
If we are truly searching for what is best for the Moros, let us not wait for
the next disruption of hostilities in what they call Bangsamoro.
Let us throw out that all empty rhetoric and delusions including federalism that
would just gerimander our country for aging politicians who know no better and
take on how Spain has for generations been living in peace and progress with a
working autonomy specifically the cases of the Canary Islands, the Basque
Country, Andalusia or Catalonia and that is being copied by more sensible
governments all over the world, the latest of which is Western Sahara.
Let us level with our Muslim brothers, and not insert a problem for every
solution. My goodness, we have to be true to the roots of our country that
before 1521, lived for as much as 300 years under Muslim traditions and
governance. Otherwise those same roots will, like uneasy lava, furiously erupt
into another social volcano right in our midst.
Let us not even do this for them if we are bigots, but to those around them who
become victims of collateral damage everytime there is an outbreak of violence
in Mindanao.
Let us do this for islam, shalom, peace or "kalinaw", depending on which side we

IF ESPERON is threatening the nation with an escalation of war
in case the SC fails to decide on MOA-AD by 31Aug/08, then let it be. In the
first place, it is primarily his fault and his peace panel for not being
Transparent and have not consider the legal parameters of the basic law ofthe
land, our Constitution. It is treasonous in the highest order for such acts of a
govt official whose oath is to defend the Constitution in all matters and
activities that concerns the interest of the nation. No govt official in his
right frame of mind will ignore and sacrifice in a piece of historical document
the legal existence of authority of the Constitution over this piece of
territory called the Republic of the Philippines.
I fully support the rights of Muslim Mindanao to ancestral domain but the intent
to acquire these properties must be carved thru a participatory democratic
processes respecting the legitimate provisions of our Constitution and the
territorial integrity of the republic. Either amend first the Constitution or
re-negotiate totally this MOA-AD with consultation to the affected areas of
agreement. The state must not take away the fruits and right of abode of a
certain piece of properties (legally acquired by its constituents) , without
mutual consent or just compensation for the expropriation of his domain which is
supremely guaranteed by the Consitution. The state must distribute lands to the
landless in consultation with the local leaders, chieftains and sultans as the
case maybe convenient.

Dear Atty. Mauricio,
You are advising us to read the Constitution but it seems to me that the
negotiators also failed to read the Local Code, particularly Chapter One,
Section 2 (c) which says...It is likewise the policy of the State to require
allnational agencies and Offices to conduct periodic consultations with
appropraite local overnment units, non government and people's organizations,
and other concerned sectors of the community before any project or program is
implemented in their respective jurisdictions.
In the case of the GRP Peace panel, they have never consulted us on thismatter
before they have entered into negotiations with the MILF. Had they read this
section, they would have been better informed that at tpresent we are not
operating under a centralized form of government but RA 7160 is providing us a
bible on local government operations, first and foremost, that under this law we
are autonomous to some degree and responsible on addressing our problems at the
local level.
The GRP Panel has practically usurped this provision by acting without due
respect to the powers given to the local government units.
I am not a lawyer by profession just an ordinary layman and former government
employee.
The problem with some government agencies, in this case of the Office of the
President Peace panel, they are thinking they wield so much enormous powers and
can simply trample on our rights to solve our own problem here at the local
level.
More so if they have read the IPRA LAw the Panel would have been better informed
that there is such thing as free and prior informed consent that must be
respected first before they can broker peace to the MILF ancestral claims. Some
of the areas are already claims of the the Indigenous peoples.

BATAS Mauricio is right! Any movement which seeks to change society by their
efforts, and leaving God behind, is bound to fail. Advocates of change who think
they can change society without the need for God's help and guidance, are bound
to fail ! The Word of God declares : "Cursed is he who trusts in man, and makes
flesh his strength!" We need more Filipinos like BATAS Mauricio who will
constantly remind this nation that no matter what our leaders promise and do,
they will utterly fail if they leave God out of the picture in changing society.

With regard to 1Timothy 5:19 in the New Testament subscribed to by "Paulinians", as early as my first 2 years in the minor seminary, "Our Lady of Guadalupe Minor Seminary", that particular passage has always been a major issue, a bone of contention among those who in the formation period towards ordination. On one hand, it does sound reasonable to declare that at least 2 to 3 witnesses must be secured before one should accept the "validity" of the charges being laid against the door of the "Head of the Church". On the other hand, since the "source" / "author" of that particular "Letter addressed DIRECTLY to the Followers of the Early Christians", who were basically organized in separate and distinct groups, called "churches" but which can also be described as "cadres" or "cults", depending on the color of the orientation of a particular observer/reader, was supposed to be "Saul of Tarsus", who proclaimed himself as the Apostle for the Gentiles based on his own narration of the event, i.e., a miraculous "Vision" that happened to him without any corroborating witnesses at all, it can seem to many readers with independent mode of thinking that the statement is "too self-serving for comfort". Of course, there should be no argument about the motivation of whoever wrote that particular passage. It should be obvious enough that the purpose is to provide the "benefit of the doubt" to all leaders of the "Paulinian Churches at all times" in order to prevent unnecessary troubles among the "general membership" that can lead to "chaos and anarchy", and resulting to the dismantling of the "Paulinian Churches" from uncontrolled exit / exodus of members.

However, against the backdrop of the consistent "cover-ups" and the "railroading of the prescribed legal processes" as prescribed in the 1987 Philippine Constitution, by the present administration since January 2001, and the volume of charges filed with the institutions , that are supposed to be the last bastions for justice in the Philippines for the Filipino People against the Highest Office in the land, which were consistently quashed on all fronts involving legal measures, including the PHYSICAL losses of ACTUAL CONTRACTS entered into by the present Administration, representing the Republic of the Philippines, with the government of the People's Republic of CHINA, it no longer seem "unreasonable" at all to presume that this particular Administration is in an all out campaign to "white-wash" and/or "side-step" by any and all means, the unprecedented graft and corruption that has been perpetrated since JANUARY 2001. Let me put it this way, Atty. BATAS: even the Supreme Court of the Philippines, headed by then by ex-SC Chief Justice Hilario Davide, had to resort to creating another "first" in Philippine Jurisprudence with the fabrication of the concept that was labeled as "constructive resignation", in order to legitimize the assumption to the Presidency by then Vice President Gloria Macapagal-Arroyo. So there, that's the real back-drop which I can only hope will remain crystal clear to enough number of Filipinos among the present generations in order to avoid getting "hood-winked" by the expert spinners of the cabal of Gloria Macapagal Arroyo, which seemingly does not want to give up the power and authority that were arrogated upon herself, through dubious means. I hope that you remember the "Hello, Garci" tapes .... If you do, I do not want to entertain the thought that you consider the "Hello, Garci" tapes as just "figments of the imagination" of the Filipino People, especially those who were involved personally in securing those tapes: regardless of the legal technicalities being invoked in order to prevent the admission of those tapes as legitimate and valid evidence, acceptable to the legal courts to which the case was to be presented.

This is an area which will depend on the level or degree of "spiritual development" of each individual Filipino faced with the same situation. For those who subscribe to the "Paulinian Doctrines", then it does seem logical to conclude that based on the collation of ancient letters of the "Elders of the Early Christian Churches", what are actually happening to the Philippines may be attibutable to the "curse of the Christian/Paulinian God".
However, there are volumes of ancient writings across cultures and religions of humankind, even much older than the versions being invoked by the "Christian/Paulinian" churches, that tend to provide "greater knowledge and wisdom" for the application by humankind, REGARDLESS of religious affiliation. One that comes to mind easily is even in the vernacular/Pilipino /Tagalog: "Nasa Diyos ang awa, nasa tao ang gawa." This clearly indicates that mankind has to be responsible for his own decisions and actions; that man will have to contend with the results or consequences of his own decisions and actions. In short, there is NO such a thing as a "Divine curse / punishment",i.e., there is NO need for the "Supreme Being" to intervene in the affairs of humankind that has been granted the GREATEST GIFT among all His/Her creations, FREE WILL. For it comes with the GREATEST PRICE/COST as well, i.e, FULL RESPONSIBILITY and ACCOUNTABILITY for ALL CONSEQUENCES of DECISIONS and ACTIONS. At most, it is really mankind "punishing" itself by its "collective decisions and actions". To put it bluntly, it was the FAULT of the Filipino People for DECIDING to have Gloria Macapagal Arroyo assume the Presidency last JANUARY 2001, by DEFAULT, i.e, "collectively accepting" the "legal fiction" of "constructive resignation" that was created by the Supreme Court of the Philippines and now is considered as one of the "legal truths" UNTIL another Supreme Court will REPEAL that "legal fiction" to where it should belong "figment of imagination" fabricated by HILARIO DAVIDE, in order to "cosmeticize", i.e., legitimize the unconstitutional assumption of the Presidency by Gloria Macapagal Arroyo through a coup d'etat.
