Hotline 117

ILANG beses nang sinubukan ng pamahalaan na gayahin ang sikat na "911" rescue at emergency ng number ng United States.

Nariyan na ang pagtatatag nila ng hotline ng Philippine National Police upang mabilis na makatugon sa mga krimen, panganib at iba pang uri ng sakuna.

Ngunit kadalasan ay palpak ang nasabing proyekto dahil sa bagal ng pagresponde ng mga awtoridad at kakulangan ng mga taong tatanggap sa tawag ng mga nanghihingi ng tulong.

Pero maibabaon na sa limot ang mga problemang ito sa pagpasa ng Kamara sa ikatlo at huling pagbasa sa panukalang gawin ang "117" bilang nationwide emergency assistance telephone number para sa public safety at security.

Hangad din ng House Bill 5797, nina Reps. Juan Miguel Zubiri at Amado Espino, na magtatag ng tinatawag na call center o Hotline “117” Public Safety Answering Center sa bawat rehiyon, lalawigan, siyudad, munisipalidad at maging sa mga barangay upang masiguro ang mabilis na aksiyon tuwing may sakuna o panganib.

Kinilala ng bill, na may pamagat na Hotline 117 Act of 2006, ang Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Drug Enforcement Agency (PDEA), National Bureau of Investigation (NBI), Emergency Assistance and Response Network (EARnet) at Metro Manila Development Authority (MMDA), bilang major responders sa Hotline “117.”

Magbibigay naman ng tulong ang iba pang ahensiya tulad ng Department of Public Works and Highways (DPWH), Department of Health (DoH), Department of Social Welfare and Development (DSWD), Philippine National Red Cross (PNRC) at Boy Scouts and Girl Scouts of the Philippines, non-government organizations (NGOs) at iba pang affiliated civic sectors groups at public safety volunteers.

Batay sa panukala, isang Hotline “117” Commission ang itatatag na sasamahan ng PNP, DepEd, CHED, NTC, MMDA mula sa government sector, PLDT, Kapisanan ng mga Broadkaster sa Pilipinas (KBP), Bankers Association of the Philippines, at Fil-Chinese Chamber of Commerce.

May karampatang parusa rin ang panukala sa mga manloloko sa nasabing linya.

"The proposed act also set penalties for those who will place prank call, false alarm, deceitful complaint or giving untrue information through Hotline “117,” which will result in an emergency response of any public safety agency or cause of delay in answering legitimate calls," wika ni Zubiri.

"The penalty shall be P1,000 for the first offense, P5,000 for the second offense; P5,000 and imprisonment of 15 days to 30 days for 3rd offense," patuloy ng mambabatas.

"For the succeeding offense of the same offender, a fine of P20,000 and imprisonment of one (1) month to six (6) months will be imposed," dugtong naman ni Espino.
